I WOULDN'T WANT TO BE THE PHOTOG THAT CAPTURED THIS 'PUTIN GLARE': Via Reuters, Russian President Vladimir Putin will reportedly press the United Nations to officially investigate last week's chemical attack in Syria, claiming, without evidence, that there are plans to fake the use of chemical weapons. Putin claimed Russia also has information that the U.S. is planning to launch new missile strikes in Syria following last week's attack. http://reut.rs/2p3rhmM

DAT MILITARY ACTION BUMP: Via The Hill's Niall Stanage, President Trump's missile strike on Syria has drawn favorable reviews from critics and only scattered criticism from Democrats. Yet unlike other Republican presidents who enjoyed a boost in the polls from their military actions, early signs suggest Trump may not be politically rewarded. Example -- the good news: A Washington Post/ABC News poll released on Monday showed that 51 percent of U.S. adults supported the action -- only 40 percent were opposed. The bad news: The same poll indicated that just 25 percent said the action made them more confident in Trump's leadership abilities. http://bit.ly/2p32e3z

"THIS IS NOT OUR KANSAS ANYMORE, TOTO": Via The Hill's Lisa Hagen, As Democrats focus on flipping a conservative Georgia House district next week, the GOP is scrambling to put resources into a special election in a surprising place: deep-red Kansas. Whose seat: CIA Director Mike Pompeo previously represented the 4th Congressional District. Why it's so close: A Kansas Republican strategist described GOP candidate Ron Estes as a poor candidate who isn't out campaigning enough for votes. By comparison, the strategist described Democratic candidate James Thompson's campaign as "active" and full of energy. http://bit.ly/2ovghkz

A TWEET FROM THE BIG GUY: President Trump tweeted support for the Republican candidate this morning. "Ron Estes is running TODAY for Congress in the Great State of Kansas. A wonderful guy, I need his help on Healthcare & Tax Cuts (Reform)," Trump wrote on Twitter. http://bit.ly/2ovj7pJ

NEW — DON’T GET RYAN’S HOPES UP AGAIN: Rep. Mark Meadows (R-N.C.), the House Freedom Caucus chair said this morning that Republicans are "close" to an agreement on a plan to repeal ObamaCare, indicating that discussions are still continuing while Congress is in a two-week recess. Meadows said that he expects to hear back from Speaker Paul RyanPaul RyanBorder-adjustment tax proposal at death’s door Overnight Healthcare: CBO fallout | GOP senators distance themselves from House bill | Trump budget chief blasts score | Schumer says House bill belongs 'in the trash' Five takeaways from the CBO healthcare score MORE (R-Wis.) by noon about "two options" on the table. WOMP, WOMP: New Jersey Gov. Chris Christie (R) is the most unpopular governor in the U.S., a new poll finds. Numbers: 71 percent of New Jersey votes disapprove of Christie, while just 25 percent approve, according to the Morning Consult poll. http://bit.ly/2o2XWs4
