Actor and former Obama White House adviser Kal Penn hit at Fox News anchor Tucker Carlson on Saturday for saying the National Endowment for the Arts (NEA), a program that would be cut under President Trump's proposed budget, is for "elites."

"The National Endowment for the Arts, is, in effect, welfare for rich, liberal elites," Tucker said on Fox News.

Penn hit back, "I'd love to bring you to 'elite' Des Moines, where I teach arts to underserved kids through a Turn around Arts program launched with the National Endowment of the Arts."

Trump's proposed budget would cut funds entirely for the NEA and National Endowment for the Humanities (NEH), among a number of other federal agencies and programs.

A number of Democrats and Republicans have come out against the president's budget, which is a blueprint. Lawmakers typically pass their own budget.
